Stories of Change: Inclusion of women in public procurement
For years, women-led businesses in Uganda have struggled to access public procurement opportunities, winning only 1% of contracts despite significant government spending, according to AFIC’s 2021/2022 research. In 2021, an amendment to the PPDA Act reserved contracts for women, youth, and persons with disabilities (PWDs), and by 2024, regulations required 15% of each government institution’s procurement budget to go to these groups.
Recognizing that policy alone would not ensure impact, AFIC partnered with the Public Procurement and Disposal of Assets Authority to train 215 women-led businesses. The sessions covered business registration, preparing responsive bids, and leveraging the 15% reservation policy, while also creating networking opportunities.
Follow-up interviews with ten participants revealed transformative results—many women began winning multiple contracts and growing their businesses, demonstrating the tangible impact of the initiative.
