Advocating for Transparency: A Call for the Adoption of Access to Information Law in Senegal

As we approach the International Day for Universal Access to Information (IDUAI) on September 28, the Africa Freedom of Information Centre (AFIC) and Article 19 are launching a public campaign to advocate for the swift adoption of an Access to Information Law in Senegal. This campaign comes at a pivotal moment, as Senegal welcomes a new government that has the potential to uphold the principles of transparency, accountability, and good governance.


Historically, access to information has been a crucial component of democratic societies, empowering citizens, enhancing public participation, and fostering an environment where government actions are subject to scrutiny. The previous administration made attempts to acknowledge the importance of access to information; however, tangible progress in enacting a robust legal framework in line with international standards was not realized. We believe that this new administration can build on those past discussions and take decisive action to fulfill the long-standing commitment to human rights and freedom of information in Senegal.


Today, we call upon the government to prioritize the introduction and passage of comprehensive access to information legislation that aligns with international standards. It is imperative that this law serves as a foundational pillar for democracy in Senegal, ensuring that information held by public authorities is readily accessible to citizens and that there are mechanisms in place for effective implementation.


Our campaign will leverage public outreach, social media engagement, and partnerships with local civil society organizations to raise awareness about the fundamental right to information. Educating the public about the benefits of an Access to Information Law, we aim to mobilize citizens to advocate for their rights and hold the government accountable to deliver on this crucial commitment.


We call on the Senegalese government to seize this strategic opportunity to demonstrate once again its firm commitment to deepening access to democratic values and to prioritize the adoption of a law on access to information. We stand ready to support this process and remain committed to fostering a culture of transparency in Senegal.
